I sail in a pretty windy area, so jib luff tension is important (it's pretty important even in less windy areas, since the tension on the luff gives the jib the right shape). So I left some slack in the forestay when tying it. That dacron stretches a good amount before you need worry about it tearing. Later on, I shortened the top tensioner line and I added a second tensioner down at the furler drum so I could adjust the tension after rigging for the day's wind. A too loose luff is a guarantee of poor performance in bigger wind.
