due to pressure from other western states, as of the first of this year, the state of NV now
requires an aquatic invasive species (AIS) decal on any watercraft that have the ability to hold water within the state boundary (i'm not sure about inflatables). the NV DOW is actively monitoring boats -- especially into, and out of, hoover dam/lake mead. and while 2013 is a grace period, if you're warned once for no sticker and remain truant, you'll be fined. stickers run from $5-$20 depending on residency and boat type.
