I wouldn't bother trying to stow an anchor on the foredeck. I keep mine in a drybag behind my seat (ie behind the furthest aft occupied seat on a TI). I have my first 10 metres of anchor line permanently tied to the front crossmember, and led to the bow through an O-ring. A retrieval line is also attached to the crossmember, and to another O-ring, and the anchor line passes through this O-ring >outside< the bow fitting, and the coiled anchor line is tucked into the front hatch bungee from the aft side for easy retrieval..
So when needing to anchor in shallow water (3 metres or so), I take the Cooper anchor out of the drybag (already attached to 3 metres of 10mm line, and 1+ metre of chain (never attach chain directly to a Cooper anchor, as it turns it on one side and loses holding power)) and shackle it to the fixed bow anchor line. The anchor then goes out over the front aka, and the Island swings on the anchor directly from the bow.
To retrieve, pull on the retrieval line to bring the anchor line back from the bow, undo the shackle, coil the fixed anchor line and tuck it back under the hatch bungee, and put the rest of the anchor gear back in its drybag. PS For anchoring in deeper water (or strong winds) I carry an extra 25 metres of anchor line in the drybag, and have a further 50 metres to store inside the hull if needed (overkill anyone?).
