Vantage CT seat height adjustment bar stuck

My TI front seat height adjustment bar is stuck in the lowest position. How do I raise it back up? Pulling the strap and lever doesn’t release it

Stand at the right hand side of your ti
Left hand on the bar
Right hand on the release ring (far end)
Pull release ring in to your direction (+_ 1/3 of an inch)
Turn bar with left hand counter clock wise

A bit of wd40 might help
