Lost steering ability on last outing. Checked lines and no problem. Found that rudder was not able to turn manually. Looks like the post somehow wasn’t able to freely turn inside the brass sleeve. Any ideas on how to fix?

A good penetrating oil......Try WD-40 and if that does not work, try B'LASTER or Kroil.

You need to let the stuff soak in for at least 15 minutes minutes or even longer if it's really bad.
