I don't know about other states but I don't know anyone that carries their registration on board. If the Coast Guard or Lifeguards want to know the status of the boat, they can just run the CF numbers. What I do carry is my insurance info in the event I need to be towed or if there's an accident. I sail in the ocean so that's really important to me. But don't take my word for it. Check with the officials in your area. :D

In Michigan, you are not required to have the paper registration on the boat with you.

The registration decal is proof that the boat is registered.

Depends on the state.

I've heard that Florida just instituted registration for sailboats, but there's considerable dispute as to whether it applies to Hobie 16s.
