| I either clamp a pair of vice grips to the nut to keep it from spinning or I wedge a large flat-blade screwdriver between the side of the nut and the anchor plate flange.  For the anchor pins, I pass a smaller screwdriver through the hole in the anchor pin (topside) and use that to torque the pin down.  For the X-bar bolts, I use a ratchet wrench.
 I always use loctite when re-installing, even if the nuts are self-locking - cheap insurance.  Technically, a nylock nut should only be used one time and then discarded.
