It might heat up in the sun. Use white tape as it absorbs less heat.

UPDATE

I got this installed and tested it out yesterday and it worked great. Check this out:

I cut the coating off the wire exactly the same width of the tape and then taped up a nice thick stopper. Then I tied the shock cord around it and then to a cotter pin added to the chain plate. It worked beautifully and immediately pulled the forestay tight and out of the way of the jib.

No need to do anything else. It sure is nice when things work right the first time.
