Does a 1994 H16 have a captive mast base? And also should this boat have an aluminum mast or a comp tip?

No Hobie 16's have a captive mast base and 94's should have a comp tip.

I know when me and a buddy of mine was taking his nacra 5.2 mast down his mast slipped off the ball and come crashing down. What prevents this on a H16? I thought they had a pin or something that had to be removed before sailing.

There is a pin for raising and lowering, but it has to be removed for sailing. Basically, compression keeps the mast in place while sailing.
