I just wanted to make sure before I bought this:

Is that the nut that attaches to the bolt that connects the rudder and tiller (the one all the way on the bottom)?

The "nut" on that page is for the bolt directly above it. They're the bolts that hold the rudders in the castings, not for the tiller connector.

BTW, you can get these nuts at any decent hardware store - even Home D. or Lowes.
