Both 3M and Prostripe make nearly ever color and width of striping tape that you could want, including larger widths to hand-make pieces like the arrows. I'm guessing the Tiger stripes have some strange metric width, but I should be able to get "close enough" with US widths. Here are links to both suppliers:

Here's how I did it on my Hobie 18. I first put down 2" wide blue painter's tape on the hull that followed the curve of the deck, then added a 3/4" width of painter's tape right below that, and then the lower edge of that tape gave me the edge that was the guide for the striping tape. It took several hours to do both the inside and outsides of both hulls.
