Can someone help me on a fix on a recent problem with my Vantage Seat back. I can adjust the back position but when I lean back the seat ratchets back regardless of which up position it is in. It is just not locking in place and it seems to be returning to the lock position after adjustment.

Have you checked the fixed-ratchet-metal pin, to make sure its vertical and catches the ratchet tooth?
The spring should apply enough pressure to the ratchet and maintain/hold the seat back position (fore and aft) you selected.

Unless the line somehow got wound into the back end of the ratchet area, the ratchet should hold.

Here's feedback from engineering based on the information provided:

"My only guess, not seeing the seat or hearing more about the fault, is that he might be twisting the barrel the wrong direction. So if the seat back was all the way reclined (line let all the way out) and then you wind the barrel the wrong way (top of barrel towards the center of the seat) it will then work normally except the locking teeth ramp out under load."

That's exactly what happened to my seat. Took me a while to figure it out.
