 Post subject: Rudder Comes Up At Speed

I just bought an older (2007) model Hobie Outback. Everything is in working condition and the seller provided the Turbo Fins. What I've found is that when I'm getting some speed, through the water, the rudder comes up and I can no longer steer, causing me to either veer off course or I have to slow down, which defeats the purpose. Any thoughts on how to keep the rudder down? Thanks in advance.

Tension in the down control.

Ah thanks @mmiller. Those documents are very helpful and should alleviate my issue. I'll work on the down-line tension control. Much appreciated.
