When raising the mainsail on the H18-does the halyard rope go inside the sail track or outside?

Yes.

The halyard runs from the halyard ring (that attaches to the mainsail head) up the mast (outside of the luff track), around the block at the top of the mast, down the mast (inside the luff track), and out around the block at the base of the mast.

After threading my halyard through the mast, I tied a stop knot to prevent the free end from getting pulled back up inside the luff track (and to hold the ring in a convenient location to attach the mainsail.)
