I know that a standard goes straight downwind like a mono, but what about the turbo? Is tacking downwind faster?

Tacking downwind with a jib is faster, yes. Uni-rig, even on a 17, seems to be faster going almost straight downwind.

Depends some on the conditions too...

If the winds are steady, it's easier to keep the laminar flow attached to the sail deep downwind. But a hole puts you into parachute mode, so then you either point straight down or head up to reattach flow.
