Does the plunger lock the cam in the deeper indent if you use your fingers to rotate it down?
If the cam works by itself, but not when using the upper casting (with rudder fully down) you may need to wallow the upper castings bolt hole in the rudder. You can remove the bolt. and lock the casting into the cam and sight through the bolt hole and see a misalignment. This may have been drilled to match a worn cam originally. The new cam forces the casting aft a touch.
