What is a USCG type lV PFD? Describe what it might look like.

Not really sure. In Canada we refer to Transport Canada for these guidelines. A PFD looks much like a Jacket.

A type lV PFD is the boats throwable (for man overboard) and can be the square shaped with two straps, round ring buoy with rope attached at four points, or the horseshoe shaped (found mainly on sailboats) with it's long line attached.

Which boat needs to have a mechanical blower and what is the purpose of a blower? A) a power boat with a large outboard motor. B) a 15' power boat with an inboard motor. C) all sailboats over 20'

A blower is needed for any board motor boat. It is also required that the blower is run for atleast 4 mintues being starting the motor. The bloaer removes combustable fumes from the engine department.

In the US a blower is required for boats with an inboard motor and fuel tank. An outboard on the other hand (even with built-in fuel tank) isn't required to have a blower.

The light sequences got me on my Captain's Lic test.

What does this sequence indicate:

Is it ever legal for a sailing vessel equipped with both a mast-head tricolor and nav lights on deck to display both sets of lights simultaneously?

Another on that got me.

What does this sequence indicate?

Good luck with your courses!
