Is it possible that the length of halyard that comes over the pulley or pulleys is different?
Yes.

The next question is, is there a difference in the halyards in the distance from the end to the slug?
Yes.
The Comptip mast has two small sheaves at the top with a distinctive square top to the mast, whereas the original masthead had one large sheave that gave the masthead a distinctive round shape.
The distance between the slug and the shackle on the Comptip halyard is several inches less than that on the original halyard.
The Comptip halyard is prone to fraying at the slug. My guess is that the original (Comptip) halyard on this boat broke at some point and was replaced with an original (all wire) halyard - the result is that even though the slug is set in the catch, the sail is not all the way up.
Those boats are from the 1988 Hobie 16 Nationals in Corpus Christi, TX.
