1. Mirage drives on my new Oasis are very nice but seem undersized for the boat. Previously owned a Tandem Island with turbo fins which seemed twice the surface area of the Oasis drives. Turbo upgrade for the Oasis does not seem much of an improvement.
The 180 Turbo Fins are more efficient than the older fins but may feel easier to pedal. You can adjust fin tension / rotation with the screw at the top of the mast. Back that out to add resistance / less twist. Usually harder to pedal, but theoretically better performance at higher speed. The man I trust is Roadrunner and he believes in very loose fins for best performance.

2. Foam blocks which are supposed to be in the Oasis are missing. Is this by design or an oversight?
Foam may be wedged up in inaccessible areas of the hull. Place the hull in a dark room or garage and get a bright light inside. You should see shadowed areas where the foam is. Locations vary greatly by hull model.

3. When operating the Oasis as a solo boat what is the location and recommended weight to be added in the front? Would you also install the second mirage drive?
Weight in the forward seat area to counterbalance the weight aft. Look at the waterline when in the water and fully loaded to determine how much weight. No drive in the forward well. Use the cassette plug in the well.

4. Rudder control seems stiff when crossing the center position even after adjustments at the rear and making sure it is fully locked. Other suggestions causing this problem?
The steering lines are likely too tight. This also varies with temperature, so adjustment when in the water (or similar temperature would be best. The boats expand in heat. That makes lines get tighter. Otherwise steering should be smooth.

5. When using as a fishing platform turning to the rear of the boat to access fishing rods or other equipment seems to make the boat unstable. Does the oasis have stability issues?
The Oasis is considered a very stable platform.
