I was thinking about that. My concern was because I went on the DMV Site and this was in there:

If the non-motor powered vessel is less than 16 feet in length, it is not required to be registered or titled. However, if the vessel is 16 feet or more in length, it is required to be registered and titled. 
Are you sure it's a Hobie 16? All the ones I've seen are Hobie 15.9s. I've been sailing mine for years and never had any issues with no registration.
