I just took a good look at the hulls where I was able to sort of clean them and there are a TON of osmotic blisters. I know the previous owner kept it moored at a dock. I believe that is why the hulls are kind of beat up.
My two cents is you're on the right track here. Put that frame and newer adjustable casting steering on your yellow '82.
Before I'd spend any more time messing with the hulls do a leak test. Banging up against a dock may have compromised the hull/deck seam.
