Not enough mast rake or poor sail trim.

But "upwind" is relative. Are you trying to keep up upwind with other cats or monohulls?

Upwind your angle will not be as good as most monhulls, but your VMG will blow them away in all but the lightest breeze.

Seems like the 14/16 was designed to punch through the surf, reach up and down the beach and fly hulls all the while :D

Sailing these boats upwind, and fast, is an art, experiment with mast rake and weight placement

What srm and John said... Ease off the wind a bit and your cat will more than make up for lost angle with increased boat speed. I had a lot to re-learn when I changed from Mono to Multi (Thistle to H-17).

Where should the jib traveler be set when going up wind?

Generally towards the mast end of the track. In higher winds the car moves out a bit. The main traveler also can be moved out a bit as the wind speed rises.
