What would be the purpose of the blue line located on the tiller arm?

Do you mean the rudder arm? The short piece of blue line? Best guess it's there to keep the rudder arm from moving to a 90 degree position to the hulls, which would allow an un-pinned rudder pin to fall out of the casting & gudgeon if the boat was to go turtle. Probably one of the best things you can do with rudder pins is to drill a very small hole thru it and insert a safety pin type of cotter pin to secure it to the transom of the boat. Where to drill the hole will depend on the type of gudgeons you have.

Bungee... not line.

Holds the rudder down (or up) a bit better in case the cam trips... rudder still stays down.

Is it just looped around the rudder adjustment bolt on the tiller arm and then around the pin on the bottom? It is hard to see in the picture.
